Two women were charged with felony theft for trying to buy more than $18,000 worth of goods at the Gucci outlet store in the Prime Outlets, 425 Outlet Center Drive, with a fraudulent credit card. The Queen Anne's County Sheriff's Office said Dfc. Jessie Phan was dispatched to the store on September 29 for a report of a theft in progress. Phan met with Rickya Chardale Williams, 18, of Oxon Hill, and Karimah Sabreen Bilal, 19, of Washington, D.C. Williams had bought watches, jewelry, shoes, handbags, belts, sunglasses and clothing for a total of $18,147.20 using a pre-paid credit card. Bilal allegedly was preparing to make a purchase using the same card. Police said the card had never been activated, but Williams and Bilal found a loophole to make it work for major purchases. Each was charged with theft over $500. Williams was released on $10,000 bond, and Bilal was released on $5,000 bond. Phan was assisted by Deputy Jason Rickard.
