A Centreville man awaiting trial for a September arson has been charged with setting a fire on Christmas day in Chester. Maryland fire officials charged Richard Cooper with second-degree arson and related charges for causing damage to a former Safeway grocery store. The fire was discovered by maintenance employees and brought under control within 20 minutes. No one was injured. Cooper became a suspect after he was caught on surveillance cameras. Cooper already was facing charges in the September 23rd arson of a portable toilet.
