Delmarva Customers Could See Rate Increase

Under a proposed rate increase, customers who used less electricity in the summer of 2008 would see the flat fees in their monthly bills increase by several dollars more than those who used more. Critics say it is a regressive side effect of a new state energy-efficiency law. The company says it is trying to correct a system in which the biggest users subsidize those who use less to pay for the utility’s call center, billing office, meter readers and the meters themselves.
