A group of scientists is calling efforts to restore the Chesapeake Bay a failure. A dozen activists and scientists say more aggressive plans are needed because development and population growth are hindering the effort. The group gave its recommendations to the EPA’s bay program office, nearly 25 years to the day when restoration efforts began.
