“Much of this week’s summer conference for the Maryland Association of Counties in Ocean City was spent preparing local governments for the worst. Governor Martin O’Malley said he will be reducing aid to counties in the $470-million in cuts he is making before Labor Day. O’Malley is promising not to cut education funding for kindergarten through twelfth grade. Among the workshops offered at the conference were those titled “”Doing More With Less”” and “”Reductions in Force, Involuntary Terminations and Furloughs: Managing Employee Behaviors in the Aftermath.””
