Talbot Deputy Charged In BB Gun Shooting

Talbot County Deputy Michael Plugge is charged with child abuse after allegedly shooting a 4-year-old boy in the back with a BB gun. Plugge faces second degree child abuse and second degree assault charges. Published reports say the boy told his mom about being shot in the back. Prosecutors are proceeding with the case as if Plugge were an ordinary person since it appears he was off-duty and not enforcing the law when the incident happened.
