Chestertown Waits on Statewide Paper-or-Plastic Surcharge Bill

Chestertown’s effort to make businesses charge for plastic bags has been dropped even though businesses and residents alike seemed agreeable to the 25-cents per bag charge. The proceeds were to be split between businesses and cleanup efforts. Mayor Margo Bailey checked with the Maryland Municipal League to make sure it was okay to proceed and discovered the 25-cents per bag is considered a tax, and the mayor has no taxing authority.
