Dr. Thomas Porter as the new Supervisor of Instruction – Multi-Lingual Learning, Teacher Induction, Grants, and District Initiatives

Dr. Kibler and the Queen Anne’s County Board of Education are pleased to announce the appointment of Dr. Thomas Porter as the new Supervisor of Instruction – Multi-Lingual Learning, Teacher Induction, Grants, and District Initiatives.

Dr. Porter is a native of Cecil County where he graduated from The Tome School. He earned bachelor of arts degrees in English and Comparative Religious Studies from St. Mary’s College of Maryland in 2009. Following volunteer work at a Tibetan refugee camp in India, he was inspired to pursue a master’s degree in Secondary Education from Wilmington University. He also holds administrator and superintendent certifications and recently completed a Ph.D. in Instructional Leadership for Changing Populations at Notre Dame of Maryland University. 

Dr. Porter began his career in education as a secondary English Language Arts teacher with Cecil County Public Schools, where he taught grades 8-12 and supported curriculum development and school improvement initiatives. In 2021, he joined the Maryland State Department of Education, supporting statewide school improvement efforts and the development of qualitative school review processes. For the past four years, Dr. Porter has served Kent County Public Schools as the Supervisor for Accountability and Career and Technical Education, leading strategic planning and implementation efforts connected to the Blueprint for Maryland’s Future, accountability systems, college and career readiness initiatives, and grant-supported district programs. 

The 2026-2027 school year will be his 16th year in education.

Dr. Porter resides in Kennedyville with his wife and three year old son, where they enjoy operating a small microfarm that includes goats, chickens, and an orchard. Of the new position, Dr. Porter says: “I am honored to join Queen Anne’s County Public Schools in this role and am eager to collaborate with staff, students, families, and community partners to support innovative programs and meaningful opportunities for all learners.”
