Dr. Kibler and the Queen Anne’s County Board of Education are pleased to announce the appointment of Mr. Stephen Rafter as the new principal of Grasonville Elementary School.
Mr. Rafter is a proud graduate of Queen Anne’s County Public Schools, where he attended KIES, BES, STMS, QACHS and KIHS. He earned a bachelor’s degree in elementary education from Mount St. Mary’s University and a masters in STEM education from UMBC. He earned his administration certification from McDaniel College.
Mr. Rafter taught 1st and 4th grade at Matapeake Elementary School before being promoted to Teacher Specialist at STMS. He has since served as Assistant Principal at KIHS and then BES. The 2026-2027 school year will be his 22nd year in education. Mr. Rafter happily resides in QAC with his wife and three children. Of the appointment, he says, “I am excited to join Grasonville Elementary and look forward to supporting this wonderful community!”
