Joseph Newell is the former director of Mid-Shore Mental Health who now faces nearly 20 counts of secretly videotaping people in the agency’s unisex bathroom. Newell is on home detention awaiting trial, but the judge is allowing him to attend sex addiction therapy and also go to church. That is not settling well with the State’s Attorney’s office where the prosecutor says pretrial conditions are not supposed to benefit the defendant.
