QAC Commissioners Look to Privatize Pet Adoptions

The Queen Anne’s County Commissioners are soliciting proposals for a private organization to assume full-time operations of the Animal Services Adoption Center in Queenstown.

Under this plan, the private organization would replace the current Animal Services Adoption Center operation and move it out from under county government and into private hands. Also, the county’s Animal Control personnel would be overseen by the Office of the Sheriff and animals that are strays, impounds and quarantines will continue to be kenneled at the Animal Services Building.

“A key factor that will certainly have to be looked at very closely regarding any bid resulting from the RFP, is can the bidder handle the county animal volumes,” said Director of Animal Services, Dave MacGlashan. Currently QAC Animal Services is required by county law to take all domestic animals turned in by a resident of QAC and that same stipulation will be required of any bidder.

Over the past four years, Queen Anne’s County Animal Services has exceeded two thousand animal adoptions and over one thousand pets reclaimed by their owners,” MacGlashan said.

The county continues to seek new ways to streamline local government and decrease expenditures. “The purpose of this Request for Proposal is to see if there are strongly networked private animal adoptions organizations that could operate more flexible schedules, benefitting both the animals and the public,” MacGlashan said. “The question has been asked for some time now how a privately run adoption center may compare to the current government adoption center, from not only a best practices approach, but as well an expense standpoint.”

A request for proposal (RFP), contract and bid form can be obtained by emailing Dave MacGlashan at dmacglashan@qac.org or through website https://ebidmarketplace.com/.
