INCIDENT: Homicide Investigation

VICTIM: Mark William Xander (55) of Stevensville
SUSPECT: Charles Edward “Pete” Richter (66) of Stevensville
CHARGES: Murder-First Degree, Murder-Second Degree, Manslaughter, Assault-First Degree, Assault-Second Degree, Use of Handgun in Crime of Violence
NARRATIVE: Sheriff Gary Hofmann reports that on April 5, 2011 Charles Edward Richter Jr of Stevensville, MD was served with an arrest warrant for the death of Mark William Xander of Stevensville, MD. These charges were the result of a Criminal Information Warrant obtained by the Office of the State’s Attorney for Queen Anne’s County.
Richter, while at the headquarters of Queen Anne’s County Office of the Sheriff the evening of the shooting, complained of chest pains and subsequently transported to the Chester River Medical Center. Deputies remained with Richter while he was under observation and doctor’s care. On April 5, 2011 Richter was released from the hospital and immediately was returned to the Sheriff’s Headquarters where he was served the Arrest Warrant. After processing, Richter was taken before a District Court Commissioner for an initial appearance, ordered to be held with bond and transported to the Queen Anne’s County Detention Center.
A bail review was held this morning before District Court Judge Floyd Parks and after hearing from States Attorney Lance Richardson, ordered Richter to remain in custody at the Detention Center without bond.

UPDATE: 04/04/2011 @ 1030 Hours
NARRATIVE: The shooting death of Mark William Xander remains under investigation by the Criminal Investigation Unit of the Sheriff’s Office and is being assisted by the QA State’s Attorney’s Office. A Search & Seizure warrant was requested earlier this morning for the residence of Charles “Pete” Richter and granted by a District Court Judge. Detectives and Crime Scene Technicians from the Maryland State Police worked through most of the early AM hours to process the scene.
Mr. Richter remains in custody, however no charges have not yet been issued. While in custody at the Sheriff’s Office Headquarters, Mr. Richter complained of chest pains and was transported to an area hospital by ambulance with a Deputy accompanying. Mr. Richter was admitted earlier this morning and remains under guard by deputies.

SUSPECT: Charles “Pete” Richter (66) of Stevensville
NARRATIVE: The Queen Anne’s County Sheriff’s Office is investigating the shooting death of Mark Xander earlier this evening. The QA 911 Center received a call from Charles Richter reporting an altercation with his neighbor involving the victim’s dog and that shots had been fired.
Emergency response from United Communities VFD staged on Route 8 until deputies arrived and secured the scene. The victim was located in the front yard of his residence and was transported to the emergency room in Grasonville where he was pronounced deceased.
The suspect, Richter was taken into custody without incident outside of his residence. The firearm was also located at the scene.
The investigation is continuing and is assigned to the Queen Anne’s Sheriff’s Criminal Investigation Unit. Mr. Richter is in custody at the Sheriff’s Headquarters at this time and charges are pending. As more details become available a second release will be forwarded.
