The Queen Anne’s County Local Management Board (LMB), also known as the Community
Partnerships for Children & Families, is seeking proposals from qualified vendors to conduct
asset mapping and facilitate collective impact initiatives to improve service accessibility,
interagency coordination, and resource utilization throughout the county. This initiative is
funded by the Maryland Governor’s Office for Children (GOC) under the ENOUGH Act
Capacity-Building Grant.
This project aims to identify existing community assets, address service gaps, and foster
strategic collaboration to support vulnerable families. The selected vendor will conduct
systematic asset mapping, facilitate community engagement, and develop strategic
recommendations for a Community Collaboration Hub designed to streamline services and
resources.
Scope of Work
The selected vendor will:
 Conduct a comprehensive asset mapping initiative to identify available community
resources, services, and programs in Queen Anne’s County.
 Engage with service providers, government agencies, nonprofits, and community
stakeholders to develop an inventory of educational, health, economic support,
housing, workforce development, and family services.
 Organize focus groups, surveys, and community meetings to validate findings and
ensure alignment with actual community needs.

 Support the development of a Community Collaboration Hub by recommending a
governance structure, operational framework, and coordination mechanisms for
interagency partnerships.
 Deliver a final report summarizing asset mapping findings, community feedback, and
strategic recommendations.
The total funding available for this project is $30,000 through the ENOUGH Act Capacity-
Building Grant. Eligible applicants include nonprofits, faith-based organizations, community
groups, public agencies, and other entities serving or intending to serve children and families
in Queen Anne’s County. Organizations must demonstrate the capacity to support the project
and meet eligibility requirements.
This initiative aligns with the Maryland Children’s Cabinet’s commitment to improving
outcomes for children and families. Proposals should address one or more of the following
priority areas:
 Cradle to Career Education: Enhancing early childhood education, school readiness,
and academic success.
 Healthy Families: Expanding access to healthcare, behavioral health services, and
family support.
 Economically Secure Families: Supporting employment, financial stability, and
wealth-building.
 Safe and Thriving Communities: Strengthening housing stability, transportation
access, and community safety.

A review committee will evaluate proposals based on quality and alignment with program
objectives. Final selections will be made by the Queen Anne’s County Local Management
