The state is planning to ask drivers to pay more to drive on bridges and tunnels while letting some motorists travel without tolls. The Transportation Authority Board will probably make its toll hike pitch next week. It would affect drivers using the Ft. McHenry and Harbor Tunnels as well as the Bay Bridge by October. State-owned and police and emergency vehicles would get to drive free with a special EZPass.
