The Rock Hall election of 2011 passed into the history books after a full day of down-to-the-wire campaigning and a historic late night coin-toss to decide a Council seat. Council Member Robert Willis beat incumbent Rosalie Kuechler and former Council Member Dave Jones for the Mayor’s seat. Willis’s Council seat is now vacant. Susan Francis, owner of Whispering Pines Assisted Living in Rock Hall, won an open Council seat with 259 votes, the most votes received by any council candidate. Incumbent John Toulson lost his bid for a third term on the Council, falling 52 votes shy of Brian Jones and Brian Nesspor, who tied at 204 votes for the second Council seat.
