Queen Anne’s County’s draft of the 2015 – 2025 Solid Waste Plan is online for public viewing and comment at qactv.com and it is scheduled to be presented at the March 12, Planning Commission meeting which is open to the public.

 “We are interested in hearing from citizens their opinions about curbside trash collection and recycling pickups as well as moving toward a regional waste to energy project,” said Commissioner Paul Comfort .

 Each county is required to submit a 10-year Solid Waste Plan, to the Maryland Department of the Environment (MDE). The plan includes an Executive Summary highlighting the content of each chapter along with a listing of goals and recommendations for the next decade.

 The draft 2015 – 2025 Solid Waste Plan has been preliminary reviewed by MDE and all municipalities within Queen Anne’s County have been provided a copy for review and the incorporation of their specific municipal collection programs.

 A public hearing will be held this spring after the Planning Commission and the County Commissioners review the documents and come to a consensus. The purpose of the public hearing is to receive public comment and begin the formal adoption process.

 The Midshore Regional Solid Waste System consists of four planned facilities that will serve the municipal solid waste needs of Talbot, Caroline, Kent and Queen Anne’s Counties for 80 years. This unique partnership is the only regional solid waste management agreement in Maryland, according to Maryland Environmental Service. To date, two of the four landfills have been constructed. Maryland Environmental Service owns and operates both of the landfills. Midshore I, located in Talbot County, was the first landfill built, operating for a successful 20-year period beginning in 1991 and ending on December 31, 2010.
The Midshore II Regional Solid Waste Facility, in Caroline County, began full-scale commercial operation in January 2011. The site will continue to operate for the next 18 years. The average daily solid waste volume received at Midshore II is 400 tons.

 Solid waste management regulations and policies exist at the federal, state and local government levels. Traditionally, the federal government has provided the overall regulatory direction and minimum national standards for protecting human health and the environment. The implementation of these regulations is the responsibility of the state and local governments.

 MDE administers and implements federal and state solid waste management regulations. Each County is required to prepare and adopt a solid waste management plan, which addresses a 10-year planning period. The plan is reviewed and updated every three years.

  The highest priority of this Plan, as established by Queen Anne’s County, is to ensure the conservation of resources and protection of the environment by maximizing waste reduction and recycling, thus minimizing the requirement for disposal facilities.

 An equally important priority is the establishment of tighter county and local control over the permitting and operation of required solid waste management facilities. This monitoring program will encourage adherence to permit requirements and serve to inform the county staff and residents of the activities at these facilities.

 The Plan provides the framework that will be relied upon to make numerous decisions on the implementation of required capital construction and management programs for the next 10 years. It is the intent of this plan to develop and articulate issues that must be addressed in order to focus the community on the goals and objectives and concepts of solid waste management through open and active public participation. When consensus is reached through this process; additional planning, engineering and community involvement will define the specific settings, technologies, regulations, and policies needed to achieve these goals and objectives. This Plan will be continuously updated to reflect these specific decisions as they are approved.

 The Comprehensive Solid Waste Management Plan addresses the management of solid waste including generation, waste reduction, collection, transportation, processing and disposal.

 The recommended plan includes the staging of needed management facilities, organization and the collection system for waste and recyclables, and suggested modifications to county policies and regulations over the next 10 years.

 The county’s 10-year goals include continuing with the policy which designates the Midshore II Regional Solid Waste Facility as the sole waste disposal facility for municipal solid waste generated in county and to continue to evaluate and site a new Midshore III Regional Solid Waste Facility within Queen Anne’s County.

  The plan calls for continued use of R.B. Baker & Sons, Inc., rubble landfill as the primary disposal site for rubble waste in the county, with the Midshore II Regional Solid Waste Facility serving as the alternate site for rubble waste.

 According to the draft plan the county will continue to periodically review the drop-off center operations and fee system to see if it is effectively accomplishing its objectives.

 Furthermore, it calls for investigating the merits of a county-administered system of contracted districts for curbside collection of solid waste and possibly recyclables for residential properties. The draft plan calls for the county to proactively promote recycling efforts, and pursue the highest diversion of materials from the waste stream that can be economically handled and to support the Household Hazardous Waste Collection and “eCycle” events sponsored by the Midshore Regional Recycling Program.

  Under the plan the county would explore expansion possibilities of the Materials Consolidation Facility with available funding sources in order to centralize additional recyclable processing activities and consider establishing more stringent user policies at the five county-operated drop-off centers with greater enforcement to minimize commercial and out-of-county waste that enters the drop-off center sites from small businesses.

 The plan calls for a continued working relationship with regional partners to investigate innovative, emerging and effective policies and technologies.  Commissioner Mark Anderson gave the example of researching putrescent waste disposal facilities that handle organic material, decreasing the amount of tonnage that gets buried in the landfill.

Queen Anne’s County is starting a Beach Permit program for the use of parks with beaches or shoreline. The annual permit for Maryland residents is $35, for out of state is $60. Daily permits for Maryland residents are $5, and for out of state are $10. The permits, which will hang from the rear view mirror, will be required and must be displayed beginning May 12, 2014. Proceeds collected from this program will be used to provide additional services needed to keep the parks clean and safe.

The parks requiring Beach Permits include Matapeake Public Beach and Dog Beach, Terrapin Nature Area and Ferry Point Park. Ferry Point Park is scheduled to reopen July 4th, 2014 after the completion of a Shoreline Enhancement project.

Beach permits must be displayed by all vehicles in the parking lots of these designated parks and along posted roads adjacent to the parks. Beach permits are available now for purchase at the following vendors: Love Point Deli, Kent Island Depot, Matapeake Clubhouse, L & B Marine, Western Tire and Auto (Stevensville), Blue Heron Golf Course, Chesapeake Outdoors, Draper Brothers, Inc., Price & Gannon Ace Hardware, Queen Anne’s County Parks and Public Landings Office, and the County Finance Office. The Queen Anne’s County Commissioners are very pleased that the University of Maryland Medical System and Shore Health System (“Shore Health”) have agreed to guarantee 24/7 operation of the Emergency Center at Nesbit Road until at least March, 2023- three years more than the present guarantee- and to open an outpatient surgery center at that site by the end of this year.  The surgery center will have three procedure rooms and a surgery suite available for procedures including cataract removal, hernia repair, colonoscopy, and knee arthroscopy. An amendment to a March 2013 Memorandum of Understanding (MOU) between the county and Shore Health evidences the agreement.

The original MOU envisioned seeking approval for a two-surgery suite facility, which is a more complicated undertaking than seeking approval for the single surgery suite.  In the best-case scenario, that two-suite facility would not be operational until March 2016.  If approval was not given, there was no obligation for a single suite facility until March 2017.  The County Commissioners felt getting the outpatient facility faster and by the end of year would be a great benefit to county residents, particularly since the agreement provides that the surgery center “…shall be staffed on a sufficient schedule to … accommodate the needs of Queen Anne’s County residents for outpatient surgical services.”

The amended MOU requires Shore Health to seek approval for a two-surgery suite facility by December 2016.  By then, the anticipated success of the single-surgery suite facility will assure that approval.  Transition to the two-surgery suite facility will be seamless, since the amended MOU requires the single-suite facility to be designed to accommodate the planned-for second surgery suite.

“The County Commissioners and the General Assembly Delegation have been engaged for several years now in this effort to partner with Shore Health, so that Queen Anne’s County residents enjoy better access to health care,” said County Commission President Phil Dumenil.  “Soon, through Shore Health, these agreements assure county residents better access to senior care, dialysis, and surgical procedures.”

Senator Steve Hershey noted his satisfaction with the County Commissioners and the county’s General Assembly representatives forcibly advocating in a coordinated manner to bring better health care to the county.  “I participated in this effort at first as a Delegate and am thrilled to continue in the effort as a Senator.  We should not forget that both MOU’s envision continued planning for Shore Health to bring even more services to the county.  This makes sense as the county is where the growth in Shore Health’s service area is projected to be.”

“Like Senator Hershey, I was involved in the negotiations with Shore Health from the beginning as the County Commission President,” added now Delegate Steve Arentz, “With this last round coming together just as I was transitioning to becoming a Delegate. Access to health care locally is an unmet need in our county.  Senator Hershey and I will continue to work with our County Commissioner partners to address this need.”

This is a slightly more advanced class aimed at students already familiar with the basic steps. This smooth and elegant dance is fabulous to dance to a wide variety of Big Band or Swing music. If you want to dance in a wide variety of social situations such as weddings, parties and other events, Foxtrot is ideal to have in your repertoire. Ballroom dance classes are held year-round for dancers of all levels. Class fees are $50 for members of the Queen Anne’s County Arts Council, or $55 for non members. Queen Anne’s County Recognizes National Small Business Week, June 17 to 21, 2013

Queen Anne’s County is pleased to recognize the contributions made by its small businesses during National Small Business Week. The commissioners recognize the dedication of small business owners and their contributions to the economy of Queen Anne’s County. “QAC has a diverse base of small businesses offering the entire gamut of goods and services that our citizens and visitors might want,” said Commissioner David Dunmyer. The county has about 1,500 employers in the county. “Small businesses truly are the backbone of the county’s economy,” said Steve Arentz, commission president. The commissioners are supportive of linking these companies with the resources to help them grow.

Commercial Property Tax Credit Program Tailored to Suit QAC’s Businesses

In an effort to boost economic development and sustain existing businesses, Queen Anne’s County has made it easier for small businesses to qualify for property tax credits.

Queen Anne’s County Legislative Delegation has successfully amended the commercial property tax credit program to reduce the number of new full-time jobs to be created from twenty-five (25) to twelve (12). This amendment is pursuant to the tax credit ordinance adopted by the County Commissioners in February, 2013 which modeled the State’s requirements for job creation.

“The adoption of this legislation is just one of many steps we are taking to create ‘right sized’ business assistance programs to better meet the needs of companies in Queen Anne’s County,” said Faith Elliott-Rossing, Director of Economic Development. The average business in Queen Anne’s employs approximately fifteen (15) employees. In additional to the adoption of the commercial tax credit, the county will also be launching an Incentive Fund program in the next few months geared toward small businesses. The new program will complement the county’s existing Revolving Loan Fund program.

To be eligible for the property tax credit, a business must (1) make significant real property improvements in the county, which includes construction, reconstruction, rehabilitation or expansion of a non-residential structure; and (2) employ at least 12 new additional full-time employees. The tax credit is prorated against the county property tax imposed on the increased assessment over the course of five years, beginning with an 80% credit the first year. The bill takes effect June 1 and applies to all taxable years beginning after June 30, 2013.

QAC Emergency Homeless Prevention Funding Depleted After Serving 79 Households

All it took was one medical crisis for the “Smith” family to lose their income and their apartment. In September, 2012, Mr. “Smith” suffered a seizure severe enough for him to lose his job as a truck driver. The family was able to get emergency help in the form of food stamps; however, they were unable to continue making their rent payments. Fortunately, in October, Mr. Smith found a job in a local plant nursery. The couple applied to Queen Anne’s County Housing and Community Services for help and through the Emergency Services Grant Program (ESG) they received $500 toward their first month’s rent in a less expensive apartment and were rehoused by November 1, 2013.

The ESG Program also provided funds to assist the “Davis” family when they suffered the sudden death of Mr. Davis, a husband and father of two teenaged boys. The family was in imminent risk of losing their apartment due to loss of income, but a $500 emergency assistance payment provided enough help to keep them housed.

Employees of the Queen Anne’s County Division of Housing and Community Services with the Department of Community Services (DHCS) know the extent of poverty within the community. Victoria Petrie, Housing Program Administrator, is responsible for the intake and qualification of applicants for the homeless prevention programs. The programs help prevent rental evictions and utility cut-offs and provide short-term emergency motel stays. Mrs. Petrie reports that DHCS typically runs out of funding shortly after it is received and cannot provide much needed services for the remainder of the year.

Case in point: The United States Department of Housing and Urban Development (HUD) allocated Emergency Solutions Grant (ESG) 2nd allocation money to each state. Individual jurisdictions competed for the funding and Queen Anne’s County received $18,000. This program funding was to be expended between August 2012 and August 2013. By January 2013, only five months after the program started, the money was depleted.

DHCS receives funding from two other sources: The Emergency and Transitional Housing & Services Program (ETHS), and the Homeless Prevention Program (HPP). The ETHS monies provide for $6,510 in rental payments for those facing eviction and $1,000 for emergency motel stays for the homeless. This money was exhausted within three months. The HPP program was funded in the amount of $4,610 and was gone in less than two months.

The average amount awarded to each household for rent is $350.00, barely enough to stave off eviction. In Queen Anne’s County the fair market rental for a two bedroom unit is $1,231.00, a three bedroom is $1,581.00 (HUD 2012 Fair Market Rents Schedule B). Most program recipients need to seek additional help from other sources.

A household may only apply for aid once in a calendar year from DHCS. They must provide an eviction, utility cut-off notice or a new lease for help getting into a rental unit. They must also provide a driver’s license or ID, birth certificates and income documentation for all household members. Additionally, all clients are referred to the Queen Anne’s County Department of Social Services to link up with additional services. Clients with utility cut-off notices must provide a referral form the Maryland Energy Assistance Program (MEAP) stating that they cannot provide services to the family.

In 2009, DHCS was fortunate enough to apply for and receive money from an additional program: the Homeless Prevention Rapid Re-Housing Program (HPRP/RAP). They received over $120,000 for direct client services to prevent homelessness. The term of the grant was for 3 years (36 months). The Department ran out of funding in 29 ½ months. DHCS assisted 232 Queen Anne’s County households (555 citizens) through the HPRP/RAP program. Unfortunately these funds are no longer available. The additional number of households served with this one-time funding source shows a much greater need in the County than the existing programs can handle.

In the current fiscal year, DHCS served 79 households (177 people) through the ETHS/HPP and ESG 2nd Allocation programs. Many more have been and will be turned away because funding is exhausted. DHCS continues to seek out additional resources to help the community through government agencies, non-profit entities or special initiatives. The challenge to assist the citizens of Queen Anne’s County becomes greater each year as funding opportunities decrease, the cost of housing and utility increases and more families are in need.

Queen Anne’s County Department of Community Services, Division of Housing and Community Services (DHCS) helped both families and many other County residents in a time of critical need. But, unfortunately, the funding never goes far enough. Queens Anne’s County Reaches Agreement for Enhanced Health Services

After lengthy negotiations Queen Anne’s County yesterday reached an agreement with Shore Health System (SHS) and University of Maryland Medical System (UMMS) for the provision of enhanced health services in the County. SHS owns and operates the Memorial Hospital of Easton (MHE) and UMMS is the parent company of Shore Health System.

Highlights of the enhanced services are: an ambulatory surgery center at the professional office building abutting the emergency room at Route 50 and Nesbit Road; the offering of in-home dialysis with a future commitment to seek a provider for in-center dialysis, once there is sufficient experience to evaluate the success of the in-home dialysis offering; mental health and diagnostic services for County seniors; and an effort to raise the level of emergency services that can be offered at the Nesbit Road emergency room

The agreement also adds seven years to SHS/UMMS’s present three year commitment to operate the Nesbit Road emergency room 24/7 and provides security for Hospice of Queen Anne’s County’s continued offering of hospice services to County residents.

The agreement includes provisions furthering SHS’s stated goal of transitioning to be the true regional provider of health care services to the region including Queen Anne’s County. In this regard, SHS has agree that there will be at least two County residents on the reconstituted SHS Board of Directors and that a plan for the provision of health services will be provided to the County. An ongoing process is envisioned by which SHS will give biannual plan updates. It is specifically provided that the plan and its updates will consider input from the County and its Health Officer.

With the agreement, Queen Anne’s County will not engage in the deliberations regarding SHS ‘s pending application before the Maryland Health Care Commission for authority to move MHE from downtown Easton to a location near the Easton Airport on Route 50. The County had raised concern that the new location would not adequately address the expanding health care needs of its citizens. But, with the SHS/UMMS’s commitments to offer new services and to future engagement with the County it was decided that involvement in that process was not warranted.

Commission President Steve Arentz and Vice President Phil Dumenil engaged in the negotiations as the team the full Commission designated. Both Senators Pipkin and Senator Colburn also engaged, aggressively pushing for an agreement. And, the Chair of the Senate Finance Committee, Charles County Senator Mac Middleton intervened as the facilitator.

“The negotiations were challenging, but I am very pleased with the result,” said Commission Vice-President Dumenil. “The citizens of Queen Anne’s County were the real winners, as the agreement means their health care needs will be better served.”

“We had a lot of help,” explained Commission President Arentz. “Our own E.J. Pipkin opened the door to the negotiations through his persistent advocacy for the County getting ‘a seat at the table’ and, once we got that seat, the County’s dear friend, Mac Middleton, pulled an agreement together. He deserves special thanks since his Charles County constituents’ interests were not an issue. He’s a true statesman. I remain optimistic that this agreement provides a firm foundation for Shore Health working closely with the County to make sure our citizens’ health needs are addressed.”
